Forum for Community Upliftment System Nepal (FOCUS-Nepal) Dhading a NGO working in diversified field in Dhading, District. Currently, it is looking for the potential candidates for the following positions:

1) Position: Program Manager (ERPC) – 1 

Description of Job

Under the overall guidance of the Executive Director the Program Manager is responsible for overseeing the educational elements of the project and shall shoulder the overall responsibility of smooth operation of Programme activities. She/he shall also be matrix supervised and task assigned by Christian Aid Emergency Program Officer based in Dhading District.

The Program manager carries out tasks in accordance with the project document, the policies and systems of FOCUS Nepal and donor agencies. She/ He shall follow the guidance of the Earthquake recovery Program Project Coordinator and closely work with other relevant departments necessary to fulfil the responsibilities.

  • The Program Manager will work as the main focal point between the FOCUS Nepal and Christian Aid office in Kathmandu.
  • The Program Manager will be mainly responsible for management and guidance in the areas of WASH, Shelter, Livelihoods, Psychosocial Assistance, DRR, cash based programming and early recovery.
  • S/he would also assist on all aspects of programme implementation including planning, implementation monitoring and evaluation, budgeting, reporting, procurement and logistics arrangements and building the capacity of the project staffs.
  • S/he would be responsible for liaising with government and other stakeholders including District level Cluster/Sector coordination across the main intervention themes.
  • In addition s/he would be responsible to produce visibility plan, monitoring tools and responsible for reporting.
  • Develop a work plan for the activities of the project, in coordination with the Emergency Programme manager.
  • Ensuring accurate and timely submission of quarterly and annual activity progress reports

Minimum Qualification and Other Requirements

  • Bachelor’s degree and should have minimum of 5 years of relevant experience in humanitarian and development field.
  • The position requires strong communication skill in both in English and Nepali, strong analytical, reporting, monitoring, documentation, facilitation, coordination and networking skills.
  • The position requires knowledge on Right Based Approach, gender sensitive perspective and approach that promote peace; justice, diversity and how it builds on the humanitarian response work, experience of responding to disasters or knowledge of the DRM would be an advantage.  Knowledge on procurement, logistics and financial management would add value.
  • Familiar with and abide by humanitarian laws,  international frame works and other regulatory codes like SPHERE standards, CHS
  • Ability and willingness to work in team and to work under pressure and in remote/difficult circumstances
  • Committed to rights based and gender sensitive work
  • Able to cope with stress and work under difficult circumstances
  • Have high regards towards accountability

2) Position: Livelihood & DRR Offier -1

Job Description:

  • Livelihood & DRR Officer will be responsible for developing and refining the livelihood strategies of the project that best fits to the targeted is fully responsible for the implementation of agriculture and livestock based income generation program. Co-ordinate with district level line agencies and develop linkage of the women groups to create synergy.
  • Ensure effective implementation of project activities as per the work plan and project objectives in collaboration with Project Officer;
  • Prepare weekly work plan and activity reports; focal person to coordinate between the project committees, beneficiaries and authorities.
  • Help Project Officer Conduct market assessments to establish suitable livelihood businesses for the communities target beneficiaries.
  • Assist ERPC/EPO to conduct and coordinate training activities on livelihood business skills for the target beneficiaries.
  • To carry out food security assessments and surveys amongst affected populations to advise on appropriate FSL
  • At the field level, conduct rapid need assessments of the food and livelihoods situation as maybe directed by the supervisor.
  • Provide regular updates on the food security and livelihoods situation, including areas of food access & availability, food aid, market access and coping strategies.
  • Ensure implementation of project activities conforms with donor requirements and procedures;
  • Identify problem areas with project implementation process and notify to the management to take corrective measures in the absence of PO;
  • Other duties as assigned by the supervisor.
  • Assist ERPC/EPO to develop Detail implementation plan of agriculture sectors
  • Under the overall guidance and supervision of the Project Coordinator, the Livelihood & DRR Officer shall work for smooth operation of the livelihood sector in project.

Minimum Qualification and Other Requirements

  • Bachelor Degree and/or equivalent in a relevant field such as social sciences or development studies; or equivalent level of professional experience and competence with at least 3 years experience in DRR and Livelihood
  • Good communications, coordination and facilitation skills with knowledge on DRR, Climate Change/Risk Management Vulnerable livelihoods and Food Security
  • Proficient in the use of Microsoft Office, AutoCAD and Engineering tools
  • Good communication skills both in English and Nepali
  • Familiar with and abide by humanitarian laws,  international frame works and other regulatory codes like SPHERE standards, CHS

3) Position: Public Health Promoter -1

Roles & Responsibility

  • A Public Health Promoter might take part in local, national or international campaigns to raise awareness about health risks in emergencies. Such initiatives could range from improved water supplies after an natural or manmade disasters or to educate people about the benefits hand washing etc. Campaigns might involve radio and television interviews or getting a message across via loudspeaker
  • Public Health Promoter to manage the community participation, hygiene promotion and software aspects of the project in addition to lending support to the hardware aspect of the project when necessary.
  • He or she will also need to carry out basic support functions for the office, such as purchasing, reporting etc. The Public Health Promoter will work with relevant stakeholders in the region.
  • Public Health Promoterworkers collaborate with a number of other agencies, including local authorities and international aid workers. They may also work with engineering colleagues during the implementation of water and sanitation programs
  • Assist in the design and implementation of the hygiene promotion program and materials based on the outputs of the programs methodologies
  • Assist in the basic financial, admin and logistics tasks (purchasing, etc) at the base level as directed by the Project coordinator (PC) and in collaboration with the finance and logistics officer

Minimum Qualification and Responsibility

  • Bachelors or certificate level degree in public health with at least 3 years of work experience in the field.
  • Good communication skills both in English and Nepali
  • Excellent communication skills (empathy, knowledge sharing, participative approach methodologies)
  • Experience in community development, health, social mobilization in the humanitarian/development field.
  • Practical experience in implementing projects with community participation and volunteer support.
  • Previous experience in community based work with NGOs and/or international organizations in the fields of hygiene, water, sanitation or behaviour change
  • Committed to rights based and gender sensitive work, committed and with strong social mobilization skills and sanitation and hygiene knowledge

4. WASH Technical Officer (1)

Duties and Responsibilities

  • Prepare detail implementation plan (DiP) of the Technical part of the WASH Unit in coordination with Save the Children focal person in Dhadingand orient staff under this unit as required.
  • Orient technical part of the project to project coordinator, board members, district line agency, partner organizations representatives and stakeholders on plan, progress and strategy of the program unit.
  • Implement the program on the basis of DiP in close coordination and with dedicated focal person of Save the Children in Dhading/cluster, FOCUS HP Assistants, program coordinator, supportive staff, technicians, local authority, community and stakeholders.
  • Strengthen the capacity of School Management Committee, community technicians and parents in the field of construction, disaster preventive and sustainability of the construction.
  • Technical assessment, prepare technical report, feedback the construction committee/member/SMC and follow up, prepare work completion report of each of the construction by the project.
  • Ensure Quality of the Latrine Construction, WSS, and Hand washing points, prepare monthly technical progress report for the partner (SCI), line agency, cluster members, board meeting with photo evidence and present the report where necessary.
  • Do need assessment and feasibility study for the expansion of the project in working VDCs, other parts of the district and adjoining districts.
  • Design, follow up project and support the project development unit for the same to ensure the need based project development.
  • Conduct technical training as per requirement.
  • Cooperate/support other units of FOCUS, do other necessary tasks for the betterment of the project results and organizational development; coordinated by the program coordinator and executive director.

QUALIFICATION AND EXPERIENCES:

  • A qualified professional person with BE Degree in  Civil Engineering
  • Minimum one year of experience in WASH Projects;
  • A thorough knowledge of scheme  design, cost estimation and implementation
  • Idea of the supervision of the construction.
  • Good knowledge of Auto CAD and other relevant designing software.
  • Strong interpersonal and team building skills and excellence as a team player;
  • Fluency in written and spoken English.

 5. Child Protection Officer

Main Responsibilities: 

  • Support the Program Coordinator in the planning, implementation and monitoring of child protection activities that includes:
  • Prepare detail implementation plan (DiP) of the Child Protection Unit in coordination with Save the Children focal person and District Child Welfare Board (DCWB)in Dhading.
  • Support to the psychosocial (physical, social, emotional) wellbeing of children and their families.
  • Emergency family tracing interventions and alternative are options for unaccompanied and separated children, utilizing tools within the Inter-Agency Child Protection Information Management System
  • Prevention and response to sexual exploitation and abuse (SEA) and gender-based violence (GBV)
  • Prevention and response to all forms of exploitation including harmful child labour and child trafficking
  • Capacity building of community based child protection system- particularly work closely with VCPC members and caregivers to engage regularly in activities as per the child protection program
  • Conducting regular field visits and regular meetings with local authorities ensuring that child protection activities are provided in a quality manner and those children in need of further support are referred to appropriate services
  • Investing in building positive relationships with the communities, local authorities mainly DCWB, Women and Children Office, District Police Office along with district based key stakeholders and raising awareness of our work
  • Prepare  regularly and timely reports about child protection activities and keeping records as per means of verification of implemented activities

QUALIFICATIONS & EXPERIENCE:

  • Bachelors’ Degree in Law/Sociology/Development Studies or related discipline(s) with 3 years* (2 years for applicants from GSI group*) of relevant work experience
  • Ability to identify the main gaps in child protection in the given context to inform a holistic response for children.
  • Knowledge of established inter-agency standards and guidelines in child protection
  • Experience in training and capacity building, particularly in strengthening various duty bearers’ response to child protection and on child protection issues in emergency context.
  • Experience of and commitment to working through systems of community participation and accountability
  • The Child Protection Officer will be expected to support to Project Coordinator for managing the child protection component of Earthquake Response Program. This includes sectoral assessment, project planning, implementation, monitoring, coordination, and procurement support at district level.
